Analyzing Enterprise Development and Competitiveness in Lao PDR
International development agency GTZ is jointly working with the Government of Lao PDR to improve the institutional, regulatory and human resource conditions for private sector and small and medium enterprise development in Laos. One of the ways in which GTZ ascertains the impact of its programmatic efforts and captures change in the business enabling environment, is through its Enterprise Survey. EMC was asked by GTZ to analyze its 2007 Enterprise Survey data and report on the findings. 
 
The ES2007 study covered 490 micro, small, medium and large-sized enterprises across the 5 Lao PDR provinces of Vientiane Capital, Champasack, Luang Prabang, Luang Namtha and Savannakhet.  EMC’s analysis included drawing comparisons with the 2005 baseline enterprise data and analyzing enterprise features, competitiveness, knowledge of the business environment and trade, and assessing enterprise performance and business constraints. 
Findings and recommendations were then presented at workshops with key government partners, including the Lao National Chamber of Commerce and Industry (LNCCI), Small & Medium Enterprise Promotion and Development Office (SMEPDO), Ministry of Industry and Commerce (MoIC), Ministry of Planning and Development (MPI) and Ministry of Education (MoE), and published and distributed to stakeholders with the aim to support and strengthen the private sector in Lao PDR.

Foreign Investor Perceptions Survey: EMC was asked by the World Bank to conduct a survey of foreign investor perceptions. This project surveyed 108 foreign companies to provide insights into investors’ experiences and perceptions of the investment climate and opportunities in the country. The results will be used for improving the overall investment climate, for attracting further investment and stimulating business growth in Cambodia.
